Восприятие «наплыва» трудящихся из вновь вступивших стран оказалось столь же негативным, как и приезд иммигрантов из государств, не входящих в ЕС. Вызовы же и последствия иммиграции для социальных систем государств-членов усугубились финансово-экономическим кризисом, увеличившим долю евроскептиков, выступающих за пересмотр фундаментальных принципов функционирования Евросоюза. Ужесточение свободы передвижения наряду с изменением иммиграционной политики стало особенно актуальным требованием накануне выборов в Европейский парламент, когда отмечается возросшая за время кризиса популярность крайне правых сил.
Жесткая позиция Комиссии ЕС, отстаивающей незыблемость принципа свободы передвижения, противостоит решительности ряда государств-членов в стремлении ревизии данного принципа. Посягательства на один из фундаментальных принципов единого внутреннего рынка вряд ли смогут осуществиться: в первые месяцы после снятия ограничений на доступ к рынкам труда не произошло ожидаемого беспрецедентного нашествия нищих румын и болгар. Тем не менее можно с полным основанием утверждать, что тема свободы передвижения и равенства прав граждан Евросоюза, а также проблемы иммиграционной политики ЕС останутся центральным пунктом повестки дня как в ближайшее время, так и в долгосрочной перспективе.
