It was not until Zhang Tianshi in the Han Dynasty founded Wudou Rice Dao that Taoism was condensed into a religion. It went through the stages of Wudou Rice Dao and Taiping Dao, and finally formed the Daoism we see today in the Wei and Jin Dynasties. Of course, at that time, Taoism, whether it was Tianshi Dao or Shangqing School, was a religion. It is the Fulu School, and now the Quanzhen Taoist priests we see are a major branch of the late Song Dynasty and early Yuan Dynasty.
Therefore, strictly speaking, the first scripture of Taoism should be Taiping Jing, not Tao Te Ching.
